Welfare check after 911 hang-up and rail track report

Dispatch reports a 911 hang-up from a phone near West Lane, with no answer on the first two callbacks. On the third callback, a woman briefly answered, was told the caller was from Placer County, said "nope," and immediately hung up. A previous 911 call from the location had been accidental. A reporting party driving by then saw a woman walking on the railroad tracks, stopping to touch the rails and standing in the middle of the tracks, heading toward a nearby casino. A welfare check is requested, and train traffic in the area is stopped as a precaution.
