Seven zero seven traveling northbound,

slowing and speeding erratically and has their high beams on.

Vehicle also has numerous bumper stickers on the back.

Repeating, red compact car, Virginia registration, uniform Mike X35707 , traveling northbound on Harpine Highway from Lincoln Homestead at (number withheld) Harpine Highway, slowing and speeding erratically, almost struck a city bus.
