Male with ripped shirt on sidewalk near Ricker Road

Concord PD called to advise that they got a call from a person who wanted to be anonymous, stating that there was a male on the sidewalk with a shirt ripped.

Like him checked on.

Supposedly he drove by, the male's shirt was fine, and then drove back past him again, and the shirt was ripped.
