Suicidal man with knife and wrist cuts at apartment lot

Special attention city central at the Windsor Apartments, (number withheld) North Henry Street, unknown apartment number.

Says actually on the back half of the building off Buckeye, the parking lot on the 4th floor.

We have a friend who's suicidal, has a steak knife, and has six cuts to the wrist.

It's going to be a male, white, baggy t-shirt and shorts.
