Complaint of illegal dumping on empty lot

Homeowner at (number withheld) East Second Street called to say that someone at the empty lot at the end of East Second was dumping buckets of what they told her was sand on the property.

They do not own the property.

As she believes it's either city owned or someone else owns it.

They did leave.

She didn't get a license plate that's attached.
