Suspicious person reported at apartment parking lot

A caller at Candlelight Park Apartments reports an unknown man walking through the parking lot for several hours. The caller noticed a parked car with its door open, which belongs to a neighbor. The caller does not know if the neighbor opened the door and did not see the man open it but suspects he might have. The man has been on the property for three to four hours and was last seen walking toward the front entrance of the complex and standing on a speed bump. A basic clothing description is provided.
