Liquor theft and panhandling at Mesa store

Officers respond to a liquor store on East Broadway in Mesa for a report of a man who took liquor about ten minutes earlier, tried to hide the bottle in his jacket, and then went outside to ask people for money and refused to leave the property. The man is described as in his late thirties, wearing a black jacket and khaki pants, carrying a black backpack and a plaid jacket. An officer arrives at the store, orders the man to put his hands behind his back, and detains him, after which other responding units are told they can stand down.
