Car being worked on in street creates road hazard

The reported party advised that (name withheld) said she was working on his car in the middle of, correction, working on his car in the street on the northwest corner of the intersection.

Per address history, it looks like he responded out to that location on (number withheld) in reference to someone working on their vehicle in the street as well.
