Concerns about children left alone in upstairs unit

anonymous caller reports she hears a lot of noises from the upstairs unit.

She thinks kids are left there by themselves.

They do yell all throughout the day and at night.I'm not sure if this is a welfare or a noise complaint or suspicious.
