Animal welfare check for dogs in open field

The neighbor to that address is warning someone to check on the welfare of two young labs that are on a cable run in the middle of the field with no shade.

Advised that he wanted animal control, but I don't show him ten eight to document the issue, but to make sure that they're okay.
