Driver reports malfunctioning traffic light in Monroe

At North Monroe and Elm, North Monroe and Elm.

Our complainant said she was trying to turn right when the left turning lane across from her also had a green light, and it almost caused a collision.

Clear. Just to confirm, there was no collision though.

Correct. She believes the light is malfunctioning because they both had a green turn light.
