Suspicious car with no plates in parking lot

RP advised there is a black Cadillac DeVille, has blacked out windows, no license plate, and it is sitting in the parking lot.

Unknown if the vehicle is occupied.

RP advised she was unable to see and she did not get closer due to a big succession.
