Suspicious person seen leaving container on tracks

Probably it's going to be (name withheld) advising that for the past month they've been seeing a white male today they don't have the clothing description carrying a black fluid to the tracks directly south of their house.

He'll come back later in the day and retrieve said fluid.

They want an officer to check it out.
