Unlit parked vehicle nearly hit on Highway 275

My RP advised that on the north side of 275, there is going to be a 10-12 fishing off the bridge on the east side of the bridge and their vehicle is going to be parked on the west side of the road.

My RP advised that that vehicle does not have any lights on and that she almost hit them.
