People using flashlights in parked vehicle on street

There's a vehicle parked on the street.

It's been there for about 15 minutes.

There's had people in and out of the vehicle with flashlights.

The complainant does not want to call back, but did advise that she cannot see the vehicle from where she's at, so she does not have a vehicle description.
