Passenger refuses to exit bus, blocking wheelchair user

At a bus stop in Orlando, a bus operator reported that a male passenger was standing by the fare box and refused to get off the bus. Because the man would not move, a passenger in a wheelchair could not exit the bus. The passenger was upset about an expired transfer and refused to leave when told he would not receive another one. Security was requested to come to the bus to resolve the situation.
