Welfare check on dog and resident on Sand Hill

We had a caller said she was out walking and a dog was outside near the street that appeared to be mistreated and said a male at the house yelled something at her about walking on the other side of the road.

Thought they should both be checked on.

Believe the address is (number withheld) Sand Hill.
