Loose dog blocking car on Hurricane Hill Road

I have a caller on the phone who is advising he is in Reading on Hurricane Hill Road, and there is a Rottweiler sitting right in front of his car, and it will not move.

And so he's afraid to drive because he doesn't want to hit the dog and he doesn't want to get out of the car.

That's what's in the road on Hurricane Hill.

Ten four.
