People seen walking in river with flashlights

We're not really sure how suspicious this is.

However, the 1200 block of Green Tree Rd, in the river, caller is reporting that there are a couple of people walking northwest in the river with flashlights.

He said they were near the Green Tree Bridge in the river.

Caller didn't know if they were looking for something or if they were doing something wrong.
