Neighbor repeatedly blocks mailbox with parked car

(name withheld) states at (number withheld) East Redwood Drive called saying she's wanting to speak with an officer in regards to her neighbor across the road parking in front of her mailbox and blocking it consecutively for about a year now, and them not being able to receive any mail.
