Complaint about two highway off-ramps closed

They're saying South 680 Crow Canyon and Bollinger Canyon off-ramps are both closed, and they don't believe that it's allowed to have two off-ramps closed in a row.

DOT copied it, but they said South 680 at Crow Canyon and at Bollinger.

There is a detail working there separate from what I'm doing here.

I'm not aware if there's a rule about two ramps closed.
