Car blocking driveway and shining light on drivers

There's a vehicle that is blocking their own driveway where they feel, I guess, the road is impassable due to this.

And then also there is a light that this individual put on a possibly city-owned fence which shines down the street in people's eyes as they're trying to drive down the street.
