Reckless driving complaint on Highway 36 in Shelbina

It's going to be westbound 36, just passing 447, so coming in to Shelbina from the east.

It's a silver GMC Sierra pulling a trailer with a red kayak on the trailer.

It's having trouble maintaining lanes, it's speeding, aggressively driving, and I do have someone that would sign a complaint.
