Driver reported speeding and ignoring stop signs

My caller stating a neighbor across the street drives a black in color Chevy Traverse, revs his engine, takes off at high rate of speed, doesn't stop at stop signs.

It's an ongoing issue and that vehicle just left heading towards town.
