Complaint over car parked with headlights on

There's a gray sedan sitting at one of the townhouses here with its headlights on, shining right at the caller's back deck.

He went over to ask him to turn them off and the female said she does it all the time and didn't turn them off.

She also said the car smelled like marijuana.
