Child screams heard for 15 minutes at apartment

Female advises she can hear screaming coming from the apartment.

Advises there is with a small child that possibly was left there all day today, approximately (number withheld) years old.

She said it is a Hispanic family that lives there, but she says that the screaming has been going on for probably 10 to 15 minutes.
