Man acting erratically in roadway with possible knife

(number withheld) Edge Water Drive.

Got a report that a white male was wearing all black in the roadway, acting erratic, has been jumping up and down and swinging his arms.

He possibly had a knife or a steak in his shirt from a trash can.
