Traffic hazard near Route 88 southbound ramp

I was told it was two commercial looking vehicles that were near the 100 and ninety-five eastbound ramp to eighty-eight southbound.

In one of the lane ways, someone was conducting traffic, moving vehicles over into the high-speed lane.
