It was great that the neighbor called for help but what prevented them from being a Good Samaritan & rendering aid or at least assessing the situation. The information would be helpful for responding EMS.

I think I can understand his or her reluctance to render aid. As much as you might like to help- in this day and age you have to be worried about doing the wrong thing and getting sued if you're not a trained EMS.
