Trespass at East Whatcom Regional Resource Center

What exactly does 'unauthorized' mean, the Resource Center is there to help the community, the public; it would be nice if a little more information could be shared, were they there after closing? Were they there waiting for an event to start, we're they there up to no good? What was the final outcome? On that note how could a sheriff deem a car to be a suspicious vehicle when it is parked at a store and he sees the people coming out of the store and getting into the car, also how can he cite someone with dwl 1st degree when there was no key in the ignition? That's because the person that was driving them forgot something important and caught a ride back to get it taking the key with him, he was gone for 10 minutes and the officer was there when he got back. All the other guys were doing was sitting in the car n keeping warm, eating their pastry n drinking their coffee, first time I've ever heard of someone getting a ticket for dwls while just sitting in a car waiting on his driver.
